Global Context

During 2020 and 2021 the Global Agenda for Sustainable Livestock held two virtual multi-stakeholder partnership meetings with regional and global elements. The meetings enabled hundreds of livestock sector stakeholders to share information, and to shape input into the GASL Theory of Change (ToC) and 2022-2024 GASL Action Plan (AP). Engagement of GASL and its members in the UN Food Systems Summit, COP26, the COAG Sub-Committee on Livestock (SCL), and Regional Chapters, among others, also provide valuable inputs into the GASL Action Plan, which is framed around a theory of change using three spheres – control, influence and interest1.  The 2022 GASL MSP (12th GASL MSP Meeting) will focus on actions and stakeholder commitments towards sustainable livestock solutions in all three spheres, and considering the following three outcome areas (thus giving a 3x3 matrix as in Table 1):

  • Evidence and practice change: GASL network partners from academia/research, public and private sectors, civil society, NGOs and intergovernmental organizations jointly assemble robust scientific evidence, share lessons and exchange practices for more sustainable food systems.          
  • Dialogue: GASL Clusters, Action Networks and livestock and non-livestock stakeholders engage in GASL-convened dialogue to share scientific knowledge, foster consensus, align interventions and formulate joint actions towards more sustainable livestock systems leaving no one behind.
  • Policy change: Public and private decision makers use robust scientific evidence and expertise assembled and communicated through GASL to change policies towards more sustainable livestock systems.

The meeting will consider both achievements (examples from regional situations so as to emphasize and contextualize the diversity) and forward looking commitments to future actions that are essential for livestock contributions to sustainable, resilient, inclusive food systems as described in the GASL vision:
By 2030 sustainable, inclusive, resilient and diverse livestock systems across the world contribute significantly to Sustainable Development Goals (SDGs) of the UN Agenda 2030 and are integral to sustainable food systems.

It is further recognized that among the examples of achievements and future actions, a number of other themes will be addressed to guide the meetings – with different emphases in various regions. These include, but not exclusive, the Decade on Ecosystem Restoration, climate and biodiversity issues (both mitigation and adaptation, COP27, IPCC 6th report, methane commitments, etc.), regenerative agriculture, animal welfare, International Year of Rangelands and Pastoralists, etc.  The regional themes will help orient the global meeting.
GASL’s Action Networks will also present examples of their achievements and commitments to action.
Finally, it is opportune to acknowledge that, at the request of several member states and member state blocks such as the European Union, the recent outcomes of the 1st Session of the COAG Sub-Committee on Livestock will imply important action elements to GASL, such as the assessment, the preparatory process for smallholder livestock farmers and the role of partnerships in future work of the Sub-Committee and of FAO’s work on livestock at the request of several member states and state blocks such as the EU.

Global Objectives

The main objective of the 12th GASL MSP is for diverse and multiple stakeholders across the global livestock sector to display and commit to actions towards more sustainable, inclusive, resilient livestock systems as a part of global food system transformation. In summary:

  • Profiling achievements
  • Committing to action (illustrate the potential for improvements)

Regional Engagement in support of the 12th Global MSP Meeting

The global agenda MSP meetings in 2020 and 2021 took place virtually and were preceded by virtual regional meetings which demonstrated the value of such regional engagement for much greater participation. Plans for the 2022 global meeting have thus taken this learning into account and provide for regional meetings prior to a global meeting.
Regional meetings will take place between June and August 2022 and can be virtual or in person, according to the regional team’s preference, prevailing travel and other restrictions, etc.
Seven delegates from each region will be welcome and sponsored to participate in person in the 12th GASL MSP Meeting from 3 to 7 October in Dublin Ireland. In the global meeting, sufficient time will be dedicated to the regional reports and discuss the outcomes of the regional meetings.
The regional meetings are invited to showcase achievements and commit to actions within a timeframe.
To that aim, the regional meetings are invited to make use of the below matrix to define, structure and illustrate the regional cases and to discuss their contribution and relevance for the sustainable food systems.

The three outcomes of the 2022-2024 GASL Action Plan are based on the GASL sustainability domains. The proposed actions need to consider these domains.

Format

The regional consultations will be face to face, virtual or hybrid events.
In addition to contribute to the matrix above, it will be important to show the pathways to sustainability and how these pathways will be communicated to producers and consumers. Consistent, science-based messages will be very important.
Each speaker would have to show where he/she places their cases within the matrix provided.
The focal points of the regional consultations will prepare a summary to be presented during the global GASL MSP meeting in Ireland in early October 2022
